The Pulse was created as the
only electronic consultancy monthly service
in Serbia and Montenegro, containing up-to-date
expert analysis and prognoses of political,
economic, and social development. It was registered
in 1999, as a publication with the Secretariat
of Information of the Republic of Montenegro,
although it was edited and published in Serbia,
because at the time it was less than recommendable
to formally issue an independent analytic publication
under the then current political regime.
As of December 2001, The Pulse
was concentrated on corruption and anti-corruption
policy in Serbia and Montenegro. The Pulse
was a corruption-monitoring monthly, which contained
information on all developments, policies, problems,
issues and processes relating to corruption
in Serbia and Montenegro, as well as briefly
summarized results of the expert work on the
design of new laws and platforms to fight corruption.
It was an essential reading for all those who
are or intend to become leaders in the policy
to promote integrity and modern European conduct
of business, public administration, and related
fields. The Pulse concentrated on prominent
issues that are significant for the development
and regeneration of southeastern Europe, with
a special focus on Serbia and Montenegro.
The Pulse was issued in Serbian language
with a summarising highlights section in English.
