will be published as a CD-ROM edition in January 2000.
All authors who wish to contribute a paper should contact
the Management Center with their topics and specifications

Papers, when orally presented,
should not exceed 10 minutes.
The authors do not have to
submit complete papers prior to the conference. Completed
papers for publication are due by 15 December 1999. The
final versions should conform in style with articles published
in the first edition of POLICY ADVOCATE,
and with instructions for manuscript submission that are
included in POLICY ADVOCATE.
